Hemraj is born in 1968 at Delhi. He earned his BFA in Painting from College of Art, New Delhi with 1st division (1991) and a MFA in Painting from College of Art, New Delhi with 1st Division (1993).

Whenever contemporary Indian art is mentioned, Hemraj’s name is an automatic choice. In Delhi’s art world, he is a familiar face. Even when famous Indian painters are mentioned, Hemraj sits close to modern masters of Abstractionism. Working mostly in oil, Hemraj has produced a remarkable body of oil paintings over the years. Top Indian art galleries have been dealing in his works in Delhi as well as in Mumbai. Their well tested assessment is that he is one of the most saleable Indian painters in the abstract vein. Personally, he is one of the most humble human beings, an unassuming personality, and one ready to communicate and reciprocate.

He has been Awarded First Prize: Annual Exhibition of College of Art, New Delhi (1991), Ravi Jain Memorial Foundation Award organized by Dhoomi Mal Art Gallery (1992), All India Award from AIFACS (1992), Pandit Ravi Shankar Award from College of Art, New Delhi (1993), All India Award from Chitra Kala Parishad, Bangalore (1995), 42nd National Award from Lalit Kala Academy, Delhi (2000).
